Strengthen the training of shipowners, carry out safety propaganda and education, carry out safety inspections at sea, provide meteorological warning and hedge information services for fishermen, and fisheries ships have reduced water accidents, and fisheries safety production is generally stable.

However, the climate change in the second half of the year was very complicated. Some weak links and constraints in the safe production of fisheries have not been fundamentally changed. The fishery safety production situation remains grim. To implement the spirit of the State Council safety committee plenary meeting, the National Flood Control and Drought Relief Headquarters Command and the second full (enlarged) meeting of the Ministry of Agriculture Security Committee in 2011 and the Plenary Meeting of the Flood Prevention and Drought Relief Leading Group of the Ministry of Agriculture Fishery safety production, further strengthen safety production management, prevent and contain heavy and extraordinarily serious accidents, and maintain a stable production situation in fisheries. The Ministry of Agriculture requires fishery authorities in different regions to:

(I) Attaches great importance to the safety of fisheries production. According to the overall deployment of the Security Council of the State Council, it continues to attach great importance to the safety production of fisheries, and does not relentlessly do a good job in fishery safety production, prevent and curb heavy and extraordinarily serious accidents, and ensure the stable production of fisheries throughout the year.

We must strengthen ties with meteorological departments, pay close attention to changes in the weather and waves, notify disaster fishing weather warning information to fishermen in fishing boats in time via channels such as shore, radio, and mobile phone short messages, and urge fishermen to pay high attention to them, increase vigilance, and take timely fishing boats. Return to Hong Kong, personnel ashore, facilities reinforcement and other corresponding safety precautions. At the same time, it will intensify its efforts to improve aquaculture infrastructure, improve aquaculture capacity for disaster prevention and reduction, prepare for disasters such as floods and droughts, and reduce fishermen and fishery losses.

(III) Strengthen inspections to completely eliminate potential safety hazards in fisheries. In the South China Sea season, the fishing season is approaching its end, and a large number of fishing boats will be concentrated in the sea. The fishing seasons in the Huanghai Sea and the East China Sea are still underway, and a large number of fishing boats are berthed. Each has its own hidden risks. The fishery authorities at all levels must continue to intensify their inspections on the basis of the previous work of safety in production. In particular, efforts should be made to increase the safety supervision of fishing ports and fishing vessels, and to carry out targeted investigations on the safety facilities of fishing ports and fishing vessels to strengthen the The inspections of crew members holding certificates, severely inspect fishing vessels for carrying passengers illegally, etc., and in accordance with the requirements of lowering the center of gravity and moving the gate forward, eliminate safety hazards to the greatest extent, resolutely curb the occurrence of fishing vessel accidents, and especially avoid serious accidents.

(D) lay a solid foundation, and vigorously promote the "safe fishery" creation work. According to the work arrangement, the Ministry of Agriculture and the State Administration of Work Safety will jointly carry out the “National Peace Fisheries Demonstration County” evaluation work on the basis of local assessment and recommendation. Recently, the Ministry of Agriculture has issued the “National Ping An Fishery Model County” evaluation plan and selection criteria. The fishery authorities at all levels must actively coordinate and cooperate with the safety production supervision and management department and do a good job of initial evaluation and recommendation of organization work. All localities must also intensify their efforts to create activities to promote the establishment of “safe fishery demonstration counties, townships (towns), villages, and ships” in their jurisdictions. At the same time, we must continue to organize the development of "civilized fishing ports" and improve the safety and management level of fishing ports. All localities must use the “two creations” activities as a starting point, sum up experiences, strengthen exchanges, increase the influence of the creation activities, actively promote socialized management of fisheries safety, continuously consolidate the foundation for fishery production safety management, and strive to establish a long-term mechanism for safe fishery production management. .
